David Moore

​A 4th generation native of Delaware, David W. Moore is the president and chief executive officer of The Milford Housing Development Corporation (MHDC), Delaware’s leading non-profit affordable housing provider since 2000.  Mr. Moore is also the president of East Coast Property Management, a subsidiary of MHDC. David is charged with overseeing over $65 million in assets and $30 million of affordable housing activity. Under Dave’s leadership at MHDC, hundreds of families have achieved the American dream of homeownership, thousands have received critical home repairs, and thousands live in safe, affordable rental homes throughout Delaware.  This year, 2022, marks the 45th year MHDC has been serving communities in Delaware.

David has over 30 years of non-profit management experience and 21 years as a Community Bank director.  He received his associate’s degree in construction management at Delaware Technical Community College in Georgetown, Delaware, and his Bachelor of Science in Business Management at California Coast University in Santa Ana, California.

David serves as a board of director of Shore United Bank and Shore Bancshares Inc. in Maryland and the National Rural Housing Coalition in Washington, DC.  David is a former president and founding member of the Central Delaware Habitat for Humanity and a past commissioner for the State of Delaware Human Relations Commission. He is an active member and former president of the National Self-Help Housing Association. In 2007, David accepted special proclamations from State of Delaware Legislatures and Governor Minner for his work at MHDC’s 30th anniversary.  He also received tributes and contributions from Sussex County Council and the Delaware General Assembly in recognition of his efforts to affordable housing. In 2008, David received the Arts and Humanities Award from Delaware Technical Community College and was chosen as a panel presenter at the Sussex County Today and Tomorrow Conference.  In 2011, under David’s leadership, MHDC received the Consumer Bankers Association (CBA) Joe Belew Non-Profit Award of Excellence.  In 2013, David received the Delaware National Association of Housing & Redevelopment Officials (NAHRO) Ambassador Award.  In 2017, he accepted special proclamations from the State of Delaware Senate and House of Representatives and Sussex County Council for his work at MHDC’s 40th anniversary.

David grew up north of Felton and currently resides in Canterbury with his wife, Kelly.
