Bill McGowan is a community development consultant and public innovator working with rural communities and regions. He recently served as United States Department of Agriculture (USDA) Rural Development State Director for Delaware and Maryland in the Obama administration.
As state director, Bill was responsible for critical community programs including essential facilities, single and multi-family housing, water and wastewater infrastructure, and economic development. Prior to USDA, Bill worked as a Cooperative Extension agent with the University of Delaware for 24 years.
Bill lives in Laurel with his wife, Debbie. He is a dad, grandad, board member for several organizations, and, now semi-retired (whatever that means), is working on a formidable “to do” list.
